The Digital Services Act (DSA) and the AI Act will be central to the EU’s economy and democracies for many years to come. And yet, the success of EU digital regulation will depend upon the success of its enforcement.
What will the administrative governance of digital regulation look like under the DSA and the AI Act? How will administrative enforcement contribute to protecting fundamental rights? How to promote rule of law values in administrative enforcement, given the complexity of the multilevel enforcement networks that are being created?
These are the fundamental questions of the DigiForce Summer School.
DigiForce – The Enforcement of EU Digital Regulation: Administrative and Constitutional Challenges is a Jean Monnet Module hosted at our Lisbon-based centre, NOVA Platform for European Administrative and Regulatory Law (NOVA PEARL). Besides a research component, the project offers a summer school that is free of charge and offers an innovative curriculum and an exceptional international teaching staff.
Applications for the first edition of the DigiForce Summer School (Lisbon, 21-30 July 2026) are open until 17th April 2026.
The DigiForce Summer School stands out not only for the relevance of its theme – one that is increasingly central to the field of law and with growing impact on people’s lives – but also for being an event that, although held in Lisbon, welcomes international participation from Bachelor’s and Master’s law students, as well as early-career legal professionals from different countries.

Filipe Brito Bastos
Filipe Brito Bastos is assistant professor at NOVA School of Law in Lisbon, where he teaches constitutional law, administrative law and European administrative law. He previously held a position as post-doctoral researcher at the Amsterdam Centre for European Law and Governance, at the University of Amsterdam. He was awarded the degree of Doctor of Laws by the European University Institute in 2018, after defending a dissertation concerning the development of legal principles in the CJEU’s case law that are specific to composite administrative decision-making. Filipe has published his research in journals such as CMLRev, EuConst, REALaw, GLJ, EPL and EJRR. His research interests include Portuguese, comparative and European public law broadly speaking (both administrative and constitutional law), particularly in the context of regulatory administrative law and multilevel administration.
